ESIC Wage Ceiling in 2026: Current Rules, and the Rumoured Hike to ₹25,000–₹30,000

Salary-Tools Team · 6 October 2026

With the EPF wage ceiling jumping from ₹15,000 to ₹25,000 in September 2026, a natural question follows: is the Employees' State Insurance (ESI) wage ceiling about to move too? As of publication, the honest answer is: not yet, and not confirmed — but it's worth understanding exactly how ESIC works today, since a change here would affect a very similar band of employees.

How ESIC coverage actually works right now

Employees' State Insurance is India's statutory health insurance and cash-benefit scheme for organised-sector workers, run by the Employees' State Insurance Corporation (ESIC). Coverage is mandatory for employees earning up to a wage ceiling, in establishments with the requisite number of employees (typically 10 or more, depending on the state and establishment type).

The current wage ceiling is ₹21,000 per month — last revised in 2016, when it was raised from ₹15,000. For employees with disabilities (as defined under the Rights of Persons with Disabilities Act, 2016), a higher ceiling of ₹25,000 per month applies.

"Gross wages" for this purpose includes basic salary, dearness allowance, HRA, overtime, and most other allowances — but excludes reimbursements for actual expenses incurred, such as conveyance reimbursed against bills.

Contribution rates
The current ESI contribution structure is:
Employee contribution: 0.75% of wages
Employer contribution: 3.25% of wages

These fund a fairly comprehensive set of benefits: medical care for the employee and dependents, cash benefits during certified sickness, maternity benefits, and compensation for employment injury.

What happens if your wages cross the ceiling mid-year

ESIC coverage doesn't switch off the instant your wages cross ₹21,000. If an employee's wages rise above the ceiling during a contribution period, they remain covered until the end of that contribution period, and become excluded only from the start of the *next* contribution period — not immediately. This is designed to preserve continuity of benefits for a period that's already underway, rather than creating a sudden mid-period coverage gap.

The proposed hike — where it actually stands

There have been genuine, recurring reports that the government is considering raising the ESIC wage ceiling to somewhere between ₹25,000 and ₹30,000, potentially to bring it closer in line with the EPF ceiling. This has been discussed for some time, with earlier reporting suggesting a decision was expected "by early 2025" — a timeline that has clearly already passed without a confirmed change. As of publication, following the EPF wage ceiling's own increase to ₹25,000 in September 2026, no equivalent formal ESIC notification has followed, despite speculation that it might.
We're deliberately not presenting this as confirmed or imminent, because it isn't — it's a proposal that has been under discussion for an extended period without a finalised outcome. If ESIC follows the same path as EPF, expect it to move through a Cabinet approval stage and then a formal Gazette notification, exactly as the EPF ceiling change did — until that happens, ₹21,000 remains the operative figure.

Who should watch this space most closely

If your organisation has employees earning between ₹21,000 and ₹30,000 a month, this is worth tracking, since a confirmed ESIC ceiling hike would bring a meaningful number of currently-uncovered employees into mandatory ESI coverage — similar in effect to what the EPF ceiling change just did for provident fund coverage.

Frequently asked questions

No. As of publication, it remains ₹21,000 per month (₹25,000 for employees with disabilities), unchanged since 2016. Reports of a hike to ₹25,000–₹30,000 remain a proposal, not a confirmed change.
